BMW programmed the REx to come on every so often to do what you just described. It's automatic, you don't have to do anything. At least that's how mine works. That's true but if the gas tank is less than 1/4 full then the maintenance cycle won't start, unless they have changed this with a recent so...

I would suggest running the REx every few months or so to keep the internals lubricated, as Jim pointed out and for the reasons TOEd pointed out. I wonder if something is malfunctioning with the thermal cooling system for the batteries. The batteries could be getting too hot then cooling down to a normal operating temperature during the reduced speed duration which would give you full power again. I know the i3 is a great engineered car for the most part but it's disappointing when people chalk up this problem as 'you're a bad driver'. Yes there are bad drivers out there, I drive around them everyday, but I don't think people should automatically point a flaw in the car to 'it's not the car's...
