The power steering cutting out randomly, usually at startup, is a symptom of a communication failure with the power steering module. The late-2019 (December?) At the least, I would fully charge the car, drive it until the REx kicks in, note the miles, and keep driving it on REx for a while. Before depleting the battery to where the REx should start (about 6%) I would first make sure the REx starts and runs. You can do that any time the charge is under 75...

Instead of connecting the NEMA 6/20R ground to the NEMA 10/30P neutral, you could wire it separately to a nearby electrical ground. That should be safe, or at least safer.
