Any speculation as to how much an electrolyte flush might cost? I assume the used electrolyte could be refurbished, so if you always exchanged electrolytic fluid, that might bring the cost down, but if capacitors, and current batteries are anything to go by, enough electrolytic fluid to power an EV ...

ISTA can be used to perform a "control unit swap", which is what I think you need to do here. Look for ISTA/D (ISTA+) packages that also include ISTA/P. You'll also need the full programming files, which are about 150GB in size.

In ISTA (BMW's dealership diagnostics system), there is a service function to reset the "starter lock". I have no idea how this applies to the i3, but it may end up unlocking your car so it can be driven again. I have no confirmation to back this up with, and have not tested it.
