Why 3,999 mm?

Why is the length of the i3 exactly 3,999 mm? Sounds suspicious.
Is it arbitrarily just short of 4 meters?
Or does that qualify it for some tax break or parking preference or motorway/highway/autobahn privileges or some such?
We know BMW went to great lengths to hobble the REX's gasoline range in the whole USA just to appease CARB, so I'm guessing 3,999 is no coincidence.

Some countries (in particular island nations), limit the physical size of vehicles or apply taxes based on vehicle size. That's why the largest BMW you can buy in Bermuda is the 1-series cabrio.
