How to re-program a key to work on a different i3?

I have a spare i3 key that belonged to a junked i3. How would I be able to re-program this key to work on my current i3?

Many have said that doing so is impossible because each fob is associated with a specific VIN. Maybe someone with write-permissions to a BMW server somewhere could change this association, but apparently BMW dealers cannot.
