This is exactly what is was talking about. I called CCA rebate program manager - who stated this program is really BMW NA - and the i3 would not be available for rebate until BMW NA re-evaluates (usually done in beginning of the year) in 2015.

I would estimate that i3 will generate less heat than your ICE vehicle catalytic converter.
Battery re-charging will generate heat. Not sure of the exact BTU's for the i3 - which is dependent on how much charge is needed. From 0% to 80% battery charging heat would be higher than heat generated...
Comparing to my other vehicles (X5, Prius, etc..) - I like the LED lighting driving at night on the i3. Out in the distance, it gives a blue/purple glow to road signs from the top edge of the light pattern. Overall satisfied with night visiblity and lighting effects. But, I wish the high beams...
