Chargepoint extended the free (included with the 2 year lease) unlimited charging past the June 30 cutoff for another month.

Marketing ploy?

So, I decided to get a L2 charge nearby just for fun.

The car has only seen an L2 charge maybe twice.

Is this below/ normal/ above average consumption?

208vac is fairly common in commercial establishments, so if it had 30A available, 30*208=6240W, so close to what you were seeing. IOW, fairly normal. The car can handle 7400W maximum, but is also limited by the maximum amperage the EVSE announces, which, I think, in this case, is what kept you from getting more than what you showed. to get the maximum of 7400W at 30A, the input voltage would need to be 7400/30=246.7vac, which actually happens to be about my norm at home unless there's a brownout.
