Does the car still draw current when fully charged?

The car will charge itself fully. Once it's done that if will examine all cells one by one and drain down all the cells to the level of the lowest one. Once it's done that it will charge them all to the defined maximum (never 100%% full).
 
If left for extended time, while the self-discharge of the HV pack is slow, eventually, it would get low enough to trigger turning the EVSE back on again. Temperature changes could initiate it as well, as battery chemistry causes voltage changes with temp. It may not be enough to trigger turning on the EVSE, though, depends.
