Does this box actually have a small battery that will charge up a dead vehicles, or is it just a box that you connect up to a 3-phase AC charging station and combines everything and converts it to DC power for faster charging?

It's "just" a converter. It needs a 22kW AC 3-Phase connector. It has European connectors, which does not fit to the US chargers. Also the CCS connector in Europe is different from the US CCS
