Winter tires? 2016 with a Rex

I have staggered 20 inch rims and a set of 19 inch staggered rims, I have not found any winter tires for the 20 inch rims, but are there not any options for winter tires on the 19 inch rims, other than using the front rims on the front and rear?

West coast of Canada here
