No. It is rated IP44, so it is 'splash water' resistant, alas.
I did let it become too wet once. It didn't like that. The LED started flashing red. After thouroughly drying it on a radiator @home it resumed its duties.
I expect you will usualy use the blue type 2 cable @ public charging points though.
This is really quite surprising and disappointing. Although 7kW fast charging is becoming the norm there are still some 13A charging posts in the UK which are then effectively unusable. The charger that comes with the Leaf is definitely well water proofed and is quite happy exposed to heavy rain. It is also much more rugged than the i3's appears to be.
The manual for the Delphi charger (IC-CPD) EVSE that came with my 2017 i3 says on p. 6 that it is IP67 / NEMA 3S. So it should be immune to dust and immersion. (https://en.wikipedia.org/wiki/IP_Code)
