In order to get an EVSE to charge L2 at 16 Amps, you will need a 240v 20 A circuit. That is two 20 A breakers just the charger. If you do not already have the dual 20 A breakers, then I would highly recommend to install a 40 A circuit. That would be two 40 A circuit breakers. Of course the installation must be done by a license electrician.
